Section 22-A Prohibited Property in Telangana: Records, Remedies and Writs
Registration blocked under Section 22-A? First identify the exact entry, the clause relied on and the authority that supplied or issued it. Preserve a dated copy. A portal message alone may not explain the legal basis or the correct remedy.
This guide is for owners, buyers and families dealing with registration restrictions in Hyderabad and Telangana. A prohibited entry does not, by itself, resolve disputed ownership. Removing an entry does not certify title or remove every other restriction.

How to check the Telangana prohibited-property list
Open the Registration & Stamps Department’s Prohibited Properties search. On 19 September 2026, the official form displayed District, Mandal and Village/Town selectors and a Fetch button. Select the property’s administrative location; a Hyderabad postal address alone may not identify the correct revenue district or village.
- Use the location recorded in the deed and revenue records, then inspect the returned entry against the survey/subdivision number and extent.
- Save the result with the search date and location selected. Preserve any category, proceedings reference and remarks shown.
- If the form is unavailable, gives no usable result or conflicts with the registration objection, seek the current entry and its source proceeding from the office concerned.
A blank result or a portal outage is not a title certificate or permission to register. Compare the exact property and underlying records. If the direct link changes, use the department’s homepage and its Prohibited Property link.
Four checks before making an application
- Match the property: district, mandal, village, survey and subdivision number, extent and boundaries. Check whether the entry concerns your plot or a larger parent survey.
- Identify the obstacle: a Registration and Stamps entry, revenue or Bhu Bharati restriction, written registration refusal, or separate court order.
- Obtain the basis: request the entry, notification, proceeding or order, its date and the precise Section 22-A clause cited.
- Keep the history: application numbers, receipts, acknowledgements, replies and earlier court proceedings.
Revenue and registration records should be compared rather than treated as interchangeable. An earlier deed or encumbrance certificate is relevant but does not alone answer whether a proposed transaction can currently be registered.
Why the Section 22-A clause matters
Do not use “22-A” as if it identifies one procedure for every property. The source of the restriction and the statutory clause affect the competent authority and remedy. The existence of a committee dealing with one category does not establish its jurisdiction over all other categories.
A useful local example is Smt. Allam Rajitha v. State of Telangana, W.A. No. 362 of 2026, decided 31 March 2026. The judgment discusses the committee under G.O.Ms.No.98 dated 23 August 2025 concerning notifications under Section 22-A(1)(e). The appellant disputed referral because she said her case concerned clause (a). The Court was then informed that the property no longer appeared in the prohibited list, and closed the appeal with the earlier directions having no effect in those circumstances.
This was not a blanket deletion order and did not decide that every clause (a) dispute belongs before that committee. Verify the clause and the property’s present status before selecting a route.
Documents to prepare
- Current deed and available link documents, with document numbers and registering offices.
- Survey, subdivision, extent, village and boundary details.
- Relevant survey map, demarcation proceedings and revenue or mutation records.
- Dated prohibited-entry result and any written refusal or objection.
- The notification or proceeding relied on by the department, if available.
- Earlier applications, acknowledgements and replies.
- All court orders and pending cases concerning the land.
Prepare a short index and chronology. Keep originals secure and share copies through a channel agreed with the firm. A brief initial enquiry can describe the restriction without including Aadhaar, complete bank details or the entire title file.
Which remedy addresses the actual obstacle?
- Incorrect property identity or extent: examine the underlying records and the competent authority’s correction process.
- An entry based on a specific clause or notification: identify the source proceedings and the application, grievance, review or statutory route available for that category.
- A written registration refusal: obtain the recorded reasons and assess the statutory remedy and its deadline promptly.
- An unanswered application: establish receipt, the duty to act and the period of inaction. A later reminder does not necessarily restart time.
- A competing ownership claim or court restraint: examine the separate proceedings; deletion from a list may not resolve the dispute.
Bhu Bharati grievance for a prohibited survey number
If the issue is a survey number included in the prohibited-properties list, the Telangana Revenue Department’s Bhu Bharati FAQ (question 19) directs applicants to its “Grievance relating to inclusion in Prohibited Properties List” service. The official user-manual page provides a step-by-step guide. The department describes citizen data entry, MeeSeva eKYC and forwarding to the department for processing; keep the application number, acknowledgement and supporting records.
Check first that the Bhu Bharati entry, survey number and authority match the problem. This portal grievance is not a universal remedy for every Registration and Stamps Section 22-A clause, written registration refusal, urban flat dispute or court restraint. Filing it does not itself delete the entry or authorise registration. Where the source proceeding or competent authority is unclear, obtain those details before choosing a route.
Only part of a survey was acquired, but the whole survey shows as acquired?
For agricultural land records, Telangana’s Bhu Bharati portal describes a separate “Grievance related to Lands Acquired” function for cases where only a small extent was acquired but the entire survey number was marked acquired because of a record error. The portal says the pattadar can provide passbook details, the survey number and actual acquired extent, and upload acquisition proceedings showing the pattadar’s name, survey number and extent. The District Collector examines the application and can approve or reject a correction. If approved, the portal says the balance land is shown in the passbook after survey splitting. Read the Revenue Department’s explanation.
This specific route concerns an incorrect acquired-extent entry. Do not assume it removes a separate Section 22-A notification, overrides a court order or establishes title to a flat or plot. Compare the acquisition proceeding, subdivision, exact extent and present record before choosing an application.
Is the transaction blocked because of a court case?
Bhu Bharati’s FAQ treats a prohibited-property-list grievance and a court-case transaction block as separate routes. For a survey number in litigation, questions 22 and 23 of the Telangana Revenue Department’s FAQ describe the “Court Cases & Intimation” module: an application to block transactions includes court-order details and a copy of the order. For unblocking, the FAQ says the citizen applies through the same module with the court order, and the District Collector examines the request. The department also lists a Court Cases & Intimation user manual.
Check the exact portal status and operative court order before using this route. The FAQ does not say that this module removes an unrelated Section 22-A entry or decides ownership. If both restrictions exist, each may require separate attention.
A portal block is not the same as a formal registration refusal
If a document has been presented and the Sub-Registrar refuses to register it, ask for the written order and recorded reasons. Section 71 of the Registration Act requires reasons to be recorded in Book No. 2 for a refusal covered by that section and a copy to be supplied on application to a person executing or claiming under the document. Keep the presentation receipt, pending-document number, refusal order and the date of the order. An online prohibited-list result or inability to book a slot is not, by itself, proof that such an order exists.
- Reason other than denial of execution: Section 72 provides an appeal to the Registrar to whom the Sub-Registrar is subordinate, generally within 30 days from the refusal order.
- Denial of execution: Section 73 provides a different written application to the Registrar, also within 30 days from the refusal order.
- Registrar refuses to order registration: Section 77 can provide a civil suit within 30 days of the Registrar’s refusal, subject to its terms. The proper route depends on the actual orders and facts.
Read Sections 71–77 of the Registration Act, 1908 (India Code). Do not assume that a Bhu Bharati grievance pauses a statutory deadline or that an appeal against a refusal removes the underlying Section 22-A entry. The source of that entry may need separate examination.
A Telangana High Court writ appeal, W.A. No. 465 of 2025 (29 April 2025) illustrates the difference between a refusal order and a registration result: after the parties addressed the sole reason given for refusal, the Court sent the matter back for a fresh hearing, expressly without deciding the merits. It did not direct registration or resolve every Section 22-A dispute.
When can a writ petition help?
Article 226 may be relevant to unlawful public action or a failure to discharge a legal duty. Maintainability, alternative remedies, delay and factual disputes require individual assessment. The Telangana writ-petition guide explains these checks and the supporting Supreme Court principles.
Be clear about the order being requested:
- Consider an application: asks the competent authority to decide it according to law. The decision may still be adverse.
- Set aside a refusal: challenges an identified decision. A further lawful decision or another requirement may remain.
- Delete an entry or permit registration: asks for a substantive result requiring a sufficient factual and legal basis.
- Interim protection: asks for a temporary order while the case is pending; filing alone provides none.
Neither a writ filing nor an order to consider a representation automatically authorises registration. Re-check the precise entry and the operative court order before proceeding with a transaction.
How to read news about “22-A relief”
Check the case number, date, exact property, statutory clause and operative directions. Distinguish a notice seeking the government’s response from an interim order or final judgment. A headline about another owner, or a pending challenge to a list, does not itself delete your property’s entry.
The March 2026 example above illustrates why the actual order and current record matter. A claim that recent litigation guarantees removal across Telangana would not follow from that judgment.
Questions for your first discussion
- Which entry and clause are blocking the transaction?
- Which authority supplied the entry and which authority can address this issue?
- Is a written refusal available, and is any deadline running?
- What has already been filed, decided or left pending?
- Would the proposed relief remove the real obstacle or only require a decision?
- Are separate title, planning, revenue or court-order issues unresolved?
Frequently asked questions
Does a Section 22-A entry prove I do not own the property?
The entry concerns a registration restriction. Ownership and the validity of the underlying claim need separate examination of the records and law.
Can every prohibited entry be removed through the same committee?
No universal route should be assumed. Identify the clause, source proceeding and competent authority before applying.
Does an earlier registered sale deed settle the restriction?
It is relevant evidence, but does not alone answer a current restriction, competing title claim or court order.
Does an order to consider my representation guarantee deletion?
No. It requires the decision described in the order; it does not automatically require a favourable result or authorise registration.
What should I include in an initial enquiry?
Briefly describe the restriction, district and village, the date and type of any refusal, and any deadline. Keep complete records for an agreed channel.
